Arn's tire iron helps move everyone along. Arn warns the NWO that if they're going to take a shot at the Horsemen, they've gotta learn to finish the job. The Horsemen are taking the company back and they aren't putting up with Bischoff's roadblocks anymore, period. WCW had a very bad habit of heating up issues and not reaching the obvious payoff in 1998 (Nash v. Hogan springs to mind most notably). I know we get a Flair-Bischoff match eventually, but they don't use this hot program to even get undercard matches on the shows leading up to it.
