Apparently, Shawn Michaels let it slip to Nash that Vince was the Greater Power, and Nash told Bischoff, so that's how this made it to air. But still, he was taking a wild guess and hoping he was right.

Boy is Bischoff coming off desperate here. It's not like in 1996 when WCW was on top and they were just giving out Raw results to be dicks.

I was wondering how this got leaked. Well at least Bischoff was right in his guess here. This three men booth feels hollow and sad trying to hype the show.
