It really just depends on your goals. If your idea is to make some dream territory that took the best from everywhere then a strategy of "best overall" would make sense but if you just want to book the best possible version of Southeastern or Memphis that you can think of then they really wouldn't include Ricky Steamboat.

Yea but part of the appeal of using guys who have already been in the territory you are booking is that you get to use established history and not have an entirely blank slate.
