So I guess that means we're going back to stashing people in NXT to keep them away from other companies.

Drew has already beaten Brock.

Roman has been World Champion for the past two years or thereabouts.

They're running a 70k+ seat stadium. It will likely be the second biggest show of the year, just behind WM. There's no way Roman isn't on that show.
