If he was over like The Rock, he would've been called up months ago and used as a wrestler.
He has never, at any point in his entire career, been as over as The Rock. No, in his entire life. He's not as over as The Rock in his own family!
That doesn't mean his current usage isn't baffling - it is - but at the same time, he's an aging wrestler who is average in the ring but above average on the mic, so I can kind of understand the mindset of using him as a mouthpiece.
