If you didn't look at his thread, then shame on you for being lazy Both Cicloncito Ramirez and Yumi Fukawa DO NOT have threads AND are NOT in the index. I have no problem with them receiving votes. I would like to see everything get strict around the #250 mark, however. I think the very low honorable mentions aren't as important to the integrity of the list.
