Debuting guys will be through draft of C-D tier promotions. Debuting guys... maybe draft through A-B promotions, maybe C as well. That needs to be hashed out. If a bunch of people want him, we'll make him in a draft with other returners/debuters... if only you want him, then free agent. My mistake for leaving him out of the draft.
